PLANNING AND ZONING COMMITTEE
a.) Ordinance
#2006-09: Mullins Grain Special Use Permit Amendment Request. For an
amendment to a Special Use Permit to allow construction of a new grain bin on
property located on the south side of Suydam Road in Paw Paw Township,
Petition PP-06-01. Committee Action: Moved by Ms. Vary, seconded by
Mrs. Allen, and it was carried unanimously to approve the amendment to the
Special Use Permit, with the condition that the new bin be in either location
#1 or #2, but not be permitted in location #3, as shown on the plan presented
to the Committee and to forward this recommendation to the full board for
approval.
COUNTY HIGHWAY COMMITTEE
a.)
Ordinance #2006-08: Altered Speed Zone. Request to alter the speed
zone for Twombly Road and Gurler Road. Committee Action: Moved by
Vice-Chair Faivre, seconded by Mr. Osborne, and it was carried unanimously to
forward this recommendation to the full board for consideration.
b.)
Resolution #R2006-17: Bid Award for Snow Plow, Frame, Hydraulic System,
Dump Body, Wing and Spreader, and Prewet System for Two Sterling Tandems.
Bid Award to the lowest bidder, Monroe Truck Equipment, from Monroe, Wisconsin,
in the amount of $124,914.00. Committee Action: Moved by Mr. Faivre,
seconded by Mr. Anderson, and it was carried unanimously to forward the proposed
bid to the full board for approval.
c.)
Resolution #R2006-18: Bid Award for 11 Hot Mix Projects for Road
Districts and for DeKalb County 2006 Pavement Striping. Bid Award to the
lowest bidders, Aurora Blacktop, Inc. of Montgomery, IL, Peter Baker and Sons of
Lake Bluff, IL, Curran Contracting of DeKalb, IL, and Preform Traffic Control of
Elk Grove, IL. Committee Action: Moved by Mr. Whelan, seconded by Mr.
Osborne, and it was carried unanimously to forward the recommendation to the
full board for approval.
d.)
Resolution #R2006-19: MFT for County Striping Project. To allow for
the expenditure of $82,590.00 of MFT funds to be used for 60% of the County’s
cost for the 2006 Striping project. Committee Action: Moved by Mr.
Anderson, seconded by Mr. Osborne, and it was carried unanimously to forward the
recommendation to the full board for approval.
e.)
Resolution #R2006-20: Local Agency Agreement for Federal Participation
for Malta Road Project. After being selected as a Federal project for 2006,
the State is requiring that the County enter into an agreement in all Federally
funded projects. The estimated cost of this project is $500,000 with the
County’s share being estimated at $100,000. Committee Action: Moved by
Vice-Chair Faivre, seconded by Mr. Anderson, and it was carried unanimously to
forward the recommendation to the full board for approval.

Resolution #R2006-21: Intergovernmental Agreement Between the County of
DeKalb and the City of Sycamore for the Construction of Sidewalk/Bikepath from
Bethany Road North to Illinois 64 along Peace Road. Committee Action: Moved
by Mr. Anderson, seconded by Mr. Whelan, and it was carried unanimously to
forward this recommendation to the full board for approval.
