PLANNING AND ZONING COMMITTEE
- Ordinance 2009-06: McQuillan Special Use Permit Request. To allow the operation of a basket weaving school and a country store on property located at 26271 Malta Road in South Grove Township. Committee Action: Moved by Ms. Vary, seconded by Ms. Tobias, with the conditions by the Hearing Officer except that hours of operation be restricted to between 9:00a.m. to 10:00p.m., and it was carried to forward this recommendation to the full board for approval with a vote of six “yes” and two “no.”
- Ordinance 2009-07: Amending a Special Use Permit for Ohio Grove Cemetery. To allow an expansion of the existing cemetery located on the north side of Barber Greene Road, approximately 1,100 feet west of Airport Road, in Cortland Township. Committee Action: Moved by Mr. Walt, seconded by Mr. Anderson, with the condition that the Special Use be operated as outlined within the application and that the property owner seek a Site Development Permit prior to utilizing the northeast area of the property for burials, and it was carried unanimously to forward this recommendation to the full board for approval.
- Ordinance 2009-08: Amending a Special Use Permit for Bobka. To allow a commercial kennel and dog training business on property located at 15409 Plank Road in Sycamore Township. Committee Action: Moved by Ms. Vary, seconded by Ms. Allen, with the condition that the Special Use be operated as outlined within the application and in compliance with previous approved conditions, and it was carried unanimously, to forward this recommendation to the full board for approval.
- Ordinance 2009-09: A Moratorium on New and Existing Wind Farms. To recommend a moratorium on all new and existing Wind Farms for three years. Committee Action: Moved by Ms. Vary, seconded by Mr. Anderson, to place a temporary suspension on future wind farm projects for a period of three years, with a condition that the County evaluate and report on the
real impacts of the FPL Wind Farm project, and it was carried to forward this recommendation to the full board for approval with seven “yes votes” and one “no” vote.
LAW AND JUSTICE COMMITTEE
Resolution #R2009-42: Capital Funding Plan for the Expansion of the DeKalb County Courthouse and DeKalb County Jail. To direct the County Administrator and the Deputy County Administrator to develop and recommend a capital funding plan to expand the DeKalb County Courthouse and the DeKalb County jail beginning at the earliest possible date. Committee Action: Moved by Mr. Oncken, seconded by Ms. Turner, and it was carried unanimously to forward this recommendation to the full board for approval.
ECONOMIC DEVELOPMENT COMMITTEE
Resolution #R2009-43: Providing for the extension of the Mendota, IL Enterprise Zone to Waterman, IL. Committee Action: Moved by , seconded by , and it was carried , to forward this recommendation to the full board for approval.

- Resolution #R2009-41: Precinct Line Changes. Due to population shifts and growth, certain precinct boundaries within the County of DeKalb be realigned as noted in the recommendation attached to the resolution. Committee Action: Moved by Mr. Andersen, seconded by Ms. LaVigne, and it was carried unanimously, to forward this recommendation to the full board for approval.
- Resolution #R2009-44: In support of establishing a commuter train route through Genoa, IL. In support of establishing a Commuter Train Route involving AMTRAK to run from Chicago to Galena, Illinois with stops in Genoa and Rockford, IL. Committee Action: Moved by Mr. Haines, seconded by Ms. Fauci, and it was carried unanimously, to forward this recommendation to the full board for approval.
