1.  CALL TO ORDER

Ms. Luxton called the meeting to order at 7:16 p.m.

2.  AGENDA

The agenda was approved by consensus.

 

3.  MINUTES

Mr. Rogalin moved to approve the March 2009 minutes; seconded by Ms. Luxton.  The motion passed on a voice vote.

4.  OFFICE REPORT

Ms. Ostdick shared with the committee that there is a House Bill currently that states “if passed, APN billing will be reimbursed by Medicaid”.  Ms. Ostdick will give the Board updates as received.  There is also another bill in the House that is about an electronic record exchange that is being discussed.  Ms. Ostdick will also report on any activity or information on this bill also.
 

5.  ACMHAI DUES

The Committee briefly discussed the advantages of our ACMHAI Membership.  The dues will be paid in the May.
 

6.  FUNDING FOR PSYCHIATRY

Ms. Ostdick presented an expanded Psych Eval/Medication Monitoring program that would not only include the Gordon Center, but would also include independent psychiatrists.  This topic was discussed in length.  Mr. Rogalin thinks that this is a good idea, but is wondering exactly how this would work with the agencies.  Ms. Ostdick stated that each agency, such as Safe Passage, Hope Haven, etc., would call a list of psychiatrists to see who had an opening.  Also, the amount of medication visits might need to be increased.  Dr. Kirts agreed that there needs to be more visits.  5 visits is a good number and possibly if more are needed, the Psychiatrist could discuss this with the Board office and up to an additional 5 visits could be approved.  The dollar amounts offered for the visits in this program were discussed.  Dr. Kirts felt that the reimbursement rates were reasonable.  The independent doctors that would join in this program would have to agree to the dollars offered.  Ms. Luxton suggested that the Board allocate additional dollars up to $50,000 for this new concept, keep $50,000 in hold, and be able to draw from that hold money if the program shows need.  We should still be able to be in a position to help with other Psychiatric needs in the community.

Ms. Luxton suggested that this program be presented to the full Board.  The details will need to be discussed further. 

7.  GY10 ALLOCATIONS

Safe Passage and the DeKalb County Youth Services Bureau will be presenting information regarding new programs to the Board at the meeting.
