The DeKalb County Board is currently considering three (3) proposed text amendment changes to the DeKalb County Code and Zoning Ordinance. The first proposal is to revise the regulations regarding the height of accessory structures. The second proposal is amend the definition of “gun club” to include “gun range”. The third proposal is amend the Zoning Ordinance to allow for and establish regulations for regulating solar energy systems. In order to change the County Code and Zoning Ordinance, an Amendment must be approved by the County Board. Before the County Board can approve an Amendment, a public Hearing must be held by the County Hearing Officer. Final Proposed Amendments (1, 2 & 3)

 

The DeKalb County Community Development Department has filed a petition for the proposed Zoning Text Amendments. A public hearing was held before the DeKalb County Hearing Officer on Wednesday, January 31, 2018, at 6:30 p.m. and Continued on February 15, 2018 at 6:30 pm, in the DeKalb County Legislative Center, Gathertorium, south entrance, 200 North Main Street, Sycamore, IL, 60178.  As this will be the only opportunity for public input on this matter, all interested persons are encouraged to attend and be heard. 

 

3 Proposed Text Amendments -updated 2/23/2018

  • The proposed Zoning Text Amendments, Petition DC-18-2, is available for inspection at the DeKalb County Community Development Department, 110 E. Sycamore Street, Sycamore, IL, (815) 895-7188.   
  • The requested Zoning Text Amendments to the DeKalb County Code and Zoning Ordinance would be to Articles 2, 4, and 5, and Section 14-3 of the County Code.   
  • The application for a Text Amendment has been filed in accordance with the requirements of 10.04 of the DeKalb County Zoning Ordinance.

John Olson is proposing to construct a privacy fence along the north property line of the property located at 28838 Brickville Road, Sycamore in Sycamore Township. The DeKalb County Zoning Ordinance restricts the height of fences to not exceed six (6) feet and from the placement of fences between the residence and the roadway. However, the proposed fence would be seven (7) feet tall, and will be partially located closer to the road than the residence. In order to allow the fence to be built as proposed, variations from these standards must be granted. Before such variations can be granted, a public hearing must be held by the DeKalb County Hearing Officer.

A public hearing will be held before the DeKalb County Hearing Officer on Thursday, March 8, 2018, at 1:00 p.m. in the DeKalb County Administration Building, Conference Room East, south entrance, 110 E. Sycamore Street, Sycamore, IL, 60178. Because this will be the only opportunity for public input on this application, all interested persons are encouraged to attend and be heard. The Varation petition, SY-18-5, is available for inspection at the DeKalb County Community Development Department, 110 E. Sycamore Street, Sycamore, IL, (815) 895-7188.

The requested variations are from Section 5.03.E of the Zoning Ordinance in order to allow the construction of a fence that would be seven (7) feet tall and be located between the primary structure and the roadway.

P.I.N. 05-26-451-002  Daniel Carmichael owns the property located at 25330 Five Points Road. The 2.77-acre property currently contains an existing pole barn, which is being leased to a roofing company. Mr. Carmichael is proposing to discontinue the current use and construct a self-storage facility on the property. In order to allow for the proposed self-storage facility, Mr. Carmichael is asking to rezone the property from A-1, Agricultural District to PD-C, Planned Development Commercial District. Before the DeKalb County Board can approve a rezoning, a public hearing must be held before the DeKalb County Hearing Officer.

 

Daniel Carmichael is proposing a Zoning Map Amendment for the property located at 25330 Five Points Road, Sycamore, in unincorporated Mayfield Township. A public hearing will be held before the DeKalb County Hearing Officer on Thursday, February 8, 2018, at 1:00 p.m. in the DeKalb County Administration Buildg, Conference Room East, south entrance, 110 E. Sycamore Street, Sycamore, IL, 60178. All interested persons are encouraged to attend and be heard, as this will be the only opportunity for public input on the application.
