The DeKalb County Board does hereby approve of a new capital program to finance continued investment in transportation projects throughout Illinois and urge the members of the General Assembly and Governor of the State of Illinois to build upon the Transportation For Illinois Coalition's initiative by exacting a plan that raises additional revenue to properly address the poor condition of our existing infrastructure, and provide sufficient funds to finance a new series of construction bonds to enable transportation projects that Illinois can rely upon.

#R2014-0902/19/2014PassedAnnual Property Tax Abatement for Health Facility Bond Issue. The DeKalb County Board does approve that a portion of the $971,813 property tax levy for the 2013 Tax Year (payable in 2014), which was levied for the lease agreement for the retirement of the debt on the 2005 Health Facility Re-Financing Bond Issue, is hereby abated in the amount of $371,813, and that a certified copy of this resolution should be filed with the DeKalb County Clerk within fifteen days.
#R2014-1002/19/2014PassedAnnual Property Tax Abatement for Courthouse Expansion & Jail Planning Bond Issue. The DeKalb County Board does approve the $1,163,617 property tax levy for the 2013 Tax Year (payable in 2014), which was levied for the retirement of the debt of (a) $853,509 for the Build America Bond Issue and (b) $310,108 for the Recovery Zone Bond Issue, is hereby abated in its entirety in the amount of $1,163,617, and that a certified copy of this resolution should be filed with the DeKalb County Clerk within fifteen days.

The DeKalb County Board deems it appropriate to enter into an agreement with the State of Illinois for the resurfacing and other improvements on East County Line Road. The project is to begin at the Union Pacific Railroad in Maple Park, IL and extend north to Illinois Route 64 along East County Line Road and include improvements at the intersection of Illinois Route 64 and East County Line Road. The project is estimated to cost $1,899,000.00 with the local share to be estimated at $724,500.00.
#R2014-1803/16/2014TABLEDLand Acquisition. The DeKalb County Board does hereby authorize the acquisition of the property located at 303 E. Exchange St., Sycamore, IL (PIN#03-32-278-012) for a price of $146,000.00 contingent on the County obtaining a Special Use Permit from the City of Sycamore to operate a "Sober Living Home" for the DUI/Drug Court Program.

The DeKalb County Board does award the following bids for the 2014 Road District Hot-Mix Projects: Building Paving LLC dba Hardin Paving Services was the low bidder meeting specifications for the hot-mix resurfacing of two miles of Hinckley Road in Pierce Road District for a cost of $85,361. Curran Contracting was the low bidder meeting specifications for five projects. They are the hot-mix resurfacing of 2.18 miles of Barber Greene Road in Cortland Road District for a cost of $181,259.37; the hot-mix resurfacing of 1.04 miles of Shabbona Grove Road in Shabbona Road District in the amount of $115,394.20; the hot-mix resurfacing of 1.02 miles of Council Road in Somonauk Road District for a cost of $175,587.12; the hot-mix resurfacing of 1.54 miles of Governor Beveridge Highway and Bastian Road in Squaw Grove Road District; and the hot-mix resurfacing of 2.24 miles of various subdivision roads in Sycamore Road District for a cost of $327,593.38. Peter Baker and Son Company was the low bidder meeting specifications for the hot-mix resurfacing of 0.78 miles of Pleasant Hill Road in Kingston Road District for a cost of $92,601.25.

This increase is completely Grant Funded and is not dependent in any way on General Fund revenues.

The DeKalb County Board does hereby place on file in the DeKalb County Clerk's Office, on the County's Internet site, and at two other geographically diverse public offices (the Sandwich City Hall and the Office of the Genoa City Clerk), for public inspection the attached seventeen page Budget Narrative Summary Packet (plus Attachments A-D, as well as copies of all information utilized by the Committees in preparation of the 2015 Fiscal Year Budget.

The DeKalb County Board hereby adopts Zero Waste as a guiding principle within the DeKalb County Solid Waste Management Plan, as recommended by the Zero Waste Task Force, and hereby directs that the initial tasks related to the Zero Waste principle shall focus on: the expansion of Rural Recycling, development of an ordinance to address Commercial/Multi-Unit Recycling, development of a pilot program to harvest organic waste, establishment of a community advisory committee continue to provide input into the planning, track progress, evaluate success and continue to advance efforts to achieve Zero Waste, and these tasks shall be implemented by the Solid Waste Program of DeKalb County.

The DeKalb County Board does hereby adopt the East Branch of the South Branch Kishwaukee River Watershed-Based Plan, attached hereto as Exhibit "A", as an Amendment to the DeKalb County Stormwater Management Plan, and hereby endorses the policies and recommendations contained therein. Further, the County Board encourages the adoption of the Watershed-Based Plan by those governmental and regulatory entities within the boundaries of the Watershed.

Having met the standard expansion guidelines for employment, new construction, and dollars invested, property taxes will be abated by 90% for the 2014 tax year, 80% for 2015, and 50% for 2016, 2017, and 2018.
