DeKalb County Zoning Public Hearings Temporarily Conducted Electronically

Pursuant to Governor Pritzker’s Executive Order 2020-07 (COVID-19 Executive Order No. 5), which suspends the requirement of the Illinois Open Meetings Act requiring in-person attendance by members of a public body during the duration of the Gubernatorial Disaster Proclamation, attendance by the DeKalb County Hearing Officer, all the members of the public, County Board, County Staff and applicants or their representatives shall be electronic via an online meeting platform. A general overview of the process to watch and provide public comment for the applicable hearing(s) are provided on this webpage.

The Hearing Officer, County Staff and applicants or their representatives will not be physically present for  Public Hearings as identified below but will instead be participating in the meeting through audio or audio/video access using a virtual meeting platform.

HOW TO WATCH THE PUBLIC HEARINGS

Thursday, August 26, 2021, at 1:00 p.m.

Michael Piecko, GE-21-24

Michael Piecko is proposing to construct an accessory structure, in the form of a twenty-seven and a half (27.5) foot tall airplane hangar, on his property located at 16905 Eagle Drive, in Genoa Township. The DeKalb County Zoning Ordinance requires that accessory structures on residentially zoned properties of less than two (2) acres not exceed a maximum peak height of twenty-one (21) feet. In order to allow the proposed hanger at the requested height, a Variation must be granted from this requirement. Before such a Variance can be granted, a public hearing must be held before the DeKalb County Hearing Officer.

Michael Piecko is requesting approval of a Variation from this accessory building height restriction on the subject property. A public hearing will be held before the DeKalb County Hearing Officer on Thursday, August 26, 2021, at 1:00 p.m. in the DeKalb County Administration Building, Conference Room East, 110 East Sycamore Street, Sycamore, IL, 60178. This will be an opportunity for public input on this application, all interested persons are encouraged to attend the meeting and be heard. The Variation petition, GE-21-24, is available for inspection on the DeKalb County website at:

1:00 PM -DK Solar, LLC

1) DK Solar, LLC has submitted an application for a ninety megawatt (90mw) solar farm. The proposed facility would occupy approximately 643.59-acres of land, and would be located on both the west and east sides of Shabbona Road, between McGirr and Hermann Roads, in Milan Township. The properties in question are all zoned A-1, Agricultural District, and solar farms are a Special Use in that district. Additionally, the proposed facility is proposed to be located only fifty (50) feet from the right-of-way of Shabbona Road and from one of the interior property lines, instead of the minimum required one hundred (100) feet. In order to allow the facility in the proposed location, variations must be granted from this requirement. Before a Special Use Permit ordinance can be approved by the DeKalb County Board, or such variations be granted, a public hearing must be held before the DeKalb County Hearing Officer.

DK Solar LLC is requesting approval of these Special Use Permits for the proposed solar farm. A public hearing will be held before the DeKalb County Hearing Officer on Tuesday, August 10, 2021, at 1:00 p.m. in the DeKalb County Legislative Center, Gathertorium, 200 North Main Street, Sycamore, IL, 60178. This will be an opportunity for public input on this application, all interested persons are encouraged to attend the meeting and be heard. The Special Use Permit petitions, MI-21-22 & MI-21-23, are available for inspection on the DeKalb County website at:
https://dekalbcounty.org/government/public-hearings/.

2:00 PM -Red Maple, LLC

2)  Red Maple, LLC, a subsidiary of Leeward Renewable Energy, has submitted an application for a three hundred megawatt (300mw) solar farm that would occupy approximately 1,800-acres of land in Afton and Pierce Townships. The proposed solar farm would be spread out over a number of separate properties; the majority stretching north and south of Keslinger Road between State Route 23 and Lynch Road, with a portion stretching north and south of Elva Road just west of State Route 23, and a portion located on the southeast corner of State Route 23 and Perry Road. (Note: not all of the properties located within the aforementioned area would be part of the proposed solar farm.) The properties in question are all zoned A-1, Agricultural District, and solar farms are a Special Use in that district. Before a Special Use Permit ordinance can be approved by the DeKalb County Board, a public hearing must be held before the DeKalb County Hearing Officer.

Red Maple, LLC is requesting approval of these Special Use Permits for the proposed solar farm. A public hearing will be held before the DeKalb County Hearing Officer on Tuesday, August 10, 2021, at 2:00 p.m. in the DeKalb County Legislative Center, Gathertorium, 200 North Main Street, Sycamore, IL, 60178. This will be an opportunity for public input on this application, all interested persons are encouraged to attend the meeting and be heard. The Special Use Permit petitions, AF-21-06, -07, -08, -09, -10, -11, & -12, are available for inspection on the DeKalb County website at: https://dekalbcounty.org/government/public-hearings/.

3:00 PM -Owens Creek, LLC

3)  Owens Creek, LLC, a subsidiary of Leeward Renewable Energy, has submitted an application for a five hundred megawatt (500mw) solar farm that would occupy approximately 3,600-acres of land in Mayfield and South Grove Townships. The proposed solar farm would be spread out over a number of separate properties stretching approximately 0.5 to 1.5 miles on both sides of Old State Road, running from Glidden Road to Clare Road, and also running north between Ault and Johnson Roads to just south of Baseline Road. (Note: not all of the properties located within the aforementioned area would be part of the proposed solar farm.) The properties in question are all zoned A-1, Agricultural District, and solar farms are a Special Use in that district. Before a Special Use Permit ordinance can be approved by the DeKalb County Board, a public hearing must be held before the DeKalb County Hearing Officer.

Owens Creek, LLC is requesting approval of these Special Use Permits for the proposed solar farm. A public hearing will be held before the DeKalb County Hearing Officer on Tuesday, August 10, 2021, at 3:00 p.m. in the DeKalb County Legislative Center, Gathertorium, 200 North Main Street, Sycamore, IL, 60178. This will be an opportunity for public input on this application, all interested persons are encouraged to attend the meeting and be heard. The Special Use Permit petitions, MY-21-13, -14, -15, -16, -18, -19, -20, -21 & SG-21-17, are available for inspection on the DeKalb County website at: https://dekalbcounty.org/government/public-hearings/.

HOW TO PROVIDE PUBLIC COMMENT
Provide-Public-Comment

The County encourages residents to continue to provide public comment regarding public hearings. To promote social distancing, Public Zoning Hearings will be conducted electronically and in-person public comment is temporarily unavailable. There are two ways for residents to provide comments to the DeKalb County Hearing Officer relevant to the applicable hearing on the daily agenda.

  1.  Web Form
    Public comments may be submitted via the form at the bottom of this webpage in advance of and during the Public Hearing prior to the public comment section. Comments received prior to 5:00 p.m. on the day preceding the hearing will be read aloud during the hearing and published online as soon as practicable. Comments received on the day of the public hearing and prior to the public comment section of the hearing will be read aloud during the meeting. Comments will be read aloud in the order in which they were received, and accepted until the public comment section of the hearing. Any comments received after the conclusion of the public hearing will be returned or deleted and not be included into the public record. The web form is available when the Public Hearings are pending, noticed properly and is published and will be closed once the Hearing is adjourned.
  2. Hard Copy
    Individuals will also have the option of submitting public comment in hard copy. Individuals who wish to do so must place their comments in the drop box located inside the vestibule of the DeKalb County Administration Building at 110 E. Sycamore Street in Sycamore. Hard copy public comments shall state the individual’s name, city/township of residence, and to which hearing the comment relates. Hard copy comments must be placed in the drop box by 5:00 p.m. on day prior to the public hearing to be received by staff and included in the record as correspondence for the Public Zoning Hearing.
