DeKalb County Zoning Public Hearings Temporarily Conducted Electronically

Pursuant to Governor Pritzker’s Executive Order 2020-07 (COVID-19 Executive Order No. 5), which suspends the requirement of the Illinois Open Meetings Act requiring in-person attendance by members of a public body during the duration of the Gubernatorial Disaster Proclamation, attendance by the DeKalb County Hearing Officer, all the members of the public, County Board, County Staff and applicants or their representatives shall be electronic via an online meeting platform. A general overview of the process to watch and provide public comment for the applicable hearing(s) are provided on this webpage.

The Hearing Officer, County Staff and applicants or their representatives will not be physically present for  Public Hearings as identified below but will instead be participating in the meeting through audio or audio/video access using a virtual meeting platform.

MaY 6, 2021 at 1:00 pm -Virtual Zoom meeting

Mark Yaeger owns and operates a farm stand on the property located at 14643 State Route 38, in Cortland Township. This operation is a pre-existing, legal non-conforming use. Mr. Yaeger is proposing to expand the operation by adding a new building, which will be used as a bakery, and to make a future addition to the existing sales building. In order to make the proposed expansions, a Special Use Permit would have to be applied for and granted. Before a Special Use Permit ordinance can be approved by the DeKalb County Board, a public hearing must be held before the DeKalb County Hearing Officer.

Mark Yaeger is requesting approval of a Special Use Permit Ordinance for a large-scale agritainment on the subject property. Due to the ongoing Covid-19 crisis, this public hearing will be conducted virtually through the Zoom meeting application. The virtual public hearing will be held before the DeKalb County Hearing Officer on Thursday, May 6, 2021. The Public Hearing will begin at 1:00 p.m. This virtual meeting can be joined through the following link:

Because this will be the opportunity for public input on this application, all interested persons are encouraged to join the virtual meeting and be heard.

The County encourages residents to continue to provide public comment regarding public hearings. To promote social distancing, Public Zoning Hearings will be conducted electronically and in-person public comment is temporarily unavailable. There are two ways for residents to provide comments to the DeKalb County Hearing Officer relevant to the applicable hearing on the daily agenda.

  1.  Web Form
    Public comments may be submitted via the form at the bottom of this webpage in advance of and during the Public Hearing prior to the public comment section. Comments received prior to 5:00 p.m. on the day preceding the hearing will be read aloud during the hearing and published online as soon as practicable. Comments received on the day of the public hearing and prior to the public comment section of the hearing will be read aloud during the meeting. Comments will be read aloud in the order in which they were received, and accepted until the public comment section of the hearing. Any comments received after the conclusion of the public hearing will be returned or deleted and not be included into the public record. The web form is available when the Public Hearings are pending, noticed properly and is published and will be closed once the Hearing is adjourned.
  2. Hard Copy
    Individuals will also have the option of submitting public comment in hard copy. Individuals who wish to do so must place their comments in the drop box located inside the vestibule of the DeKalb County Administration Building at 110 E. Sycamore Street in Sycamore. Hard copy public comments shall state the individual’s name, city/township of residence, and to which hearing the comment relates. Hard copy comments must be placed in the drop box by 5:00 p.m. on day prior to the public hearing to be received by staff and included in the record as correspondence for the Public Zoning Hearing.
