P.I.N.: 13-13-300-002 In 2019, DeKalb County Ordinances 2019-15 and 2019-16 granted approval to FFP IL Community Solar, LLC (FFP) for the establishment and operation of two (2), 2-megawatt Solar Gardens, to be known as Fitzgerald Family – Shabbona 1 and 2, collocated on the same property located on the north side of Preserve Road, approximately 1,500 feet east of University Road, in Shabbona Township, in anticipation of being selected to participate in the Illinois Community Solar Program. Approval of these Special Uses were subject to sixteen conditions, one of which required that Building Permits be sought within 18 months of the approval date of the Ordinances, otherwise they would expire. Neither of these projects were one of those chosen to participate in the state program, and the expiration dates passed with no action taken. The state has subsequently informed the applicants that it would be extending the program, however, to remain eligible to be included in this next round of the program, FFP must apply for and be granted new Special Use ordinances for the proposed solar gardens. Before Special Use Permit ordinances can be approved by the DeKalb County Board, a public hearing must be held before the DeKalb County Hearing Officer.
FFP is requesting approval of Special Use Permit Ordinances for the two (2) proposed solar gardens. A public hearing will be held before the DeKalb County Hearing Officer on Thursday, January 6, 2022, at 1:00 pm, in the DeKalb County Community Outreach Building, Blank Slate Room, 2500 N. Annie Glidden Road, DeKalb, Illinois 60115. Because this will be the opportunity for public input on this application, all interested persons are encouraged to attend the meeting and be heard. The Special Use Permit petitions, SH-21-28 and SH-21-29, are available for inspection on the DeKalb County website at: https://dekalbcounty.org/government/public-hearings/.
Additionally, interested persons may submit testimony, comments, and questions via email at the following address: Communitydevelopment@dekalbcounty.org. Any such electronic submissions must be received by noon of the day of the public hearing to be included in the public record.

HOW TO PROVIDE PUBLIC COMMENTProvide-Public-Comment
The County encourages residents to continue to provide public comment regarding public hearings. To promote social distancing, Public Zoning Hearings will be conducted electronically and in-person public comment is temporarily unavailable. There are two ways for residents to provide comments to the DeKalb County Hearing Officer relevant to the applicable hearing on the daily agenda.
- Web Form
Public comments may be submitted via the form at the bottom of this webpage in advance of and during the Public Hearing prior to the public comment section. Comments received prior to 5:00 p.m. on the day preceding the hearing will be read aloud during the hearing and published online as soon as practicable. Comments received on the day of the public hearing and prior to the public comment section of the hearing will be read aloud during the meeting. Comments will be read aloud in the order in which they were received, and accepted until the public comment section of the hearing. Any comments received after the conclusion of the public hearing will be returned or deleted and not be included into the public record. The web form is available when the Public Hearings are pending, noticed properly and is published and will be closed once the Hearing is adjourned.
- Hard Copy
Individuals will also have the option of submitting public comment in hard copy. Individuals who wish to do so must place their comments in the drop box located inside the vestibule of the DeKalb County Administration Building at 110 E. Sycamore Street in Sycamore. Hard copy public comments shall state the individual’s name, city/township of residence, and to which hearing the comment relates. Hard copy comments must be placed in the drop box by 5:00 p.m. on day prior to the public hearing to be received by staff and included in the record as correspondence for the Public Zoning Hearing.
